The Osceola County Board of County Commissioners' regular board meetings are held the first Monday of each month at 1:30 p.m. and the third Monday of each month at 5:30 p.m., excluding holidays. The Board meets on the second and third Mondays of each month at 1:30 p.m. for the Staff Presentation Workshops.
The meetings are held at the Administration Building, 1 Courthouse Square, 4th floor Commission Chambers in Kissimmee, and are streamed live online here. Meeting agendas are usually available on the Thursday prior to the Monday meeting.
Citizens may access the agenda on the county's website at www.osceola.org, and copies in both English and Spanish are available from the Information Specialist on the first floor lobby of the Administration building.
Board meetings consist of several components, including:
Approval of the Agenda
The Chairman asks the Board members if there are any additions or deletions to the agenda. Changes are made accordingly, followed by a vote to approve the agenda as is.
Presentations
Proclamations, awards and special presentations take place during this segment of the agenda.
Hear the Audience
Anyone wishing to address an item before the Board may do so at this time. A “Request to Speak” form must be completed prior to the commencement of the meeting. These forms are available from the Commission Ambassadors, located at the rear of the Chambers.
Consent Agenda
The Chairman asks the Board members if there are any items they would like removed for discussion from the consent agenda. The remaining items of the consent agenda, which consists of routine housekeeping items, are voted on for approval as a whole.
Regular Agenda
This portion of the agenda is known as a public hearing. A public hearing allows citizens the opportunity to speak on items of critical importance that affect individual rights of citizens, tax or budget issues, land use and zoning approvals, adoption of ordinances, etc.
Notice requirements for public hearings vary based on the circumstances of each particular situation. In some cases, posting of a meeting notice in an area set aside for that purpose may be sufficient, at times publications in a local newspaper may be necessary. Whenever the Board of County Commissioners acts as a quasi-judicial body or takes official action on matters that affect an individual’s rights as a citizen, the Board is subject to statutory requirements that stipulate notice should be published in a local newspaper no less than 15 days prior to the meeting.
Reports
This segment of the agenda deals with reports from a variety of areas of county government, including constitutional officers, division administrators, department directors, Commissioners, the county manager, county attorney and/or the commission auditor.
Committee Appointments
This is the time County Commissioners appoint citizens that have applied to serve on a variety of citizen’s advisory boards and committees. Public participation in our government’s decision-making process is a vital element of democracy. Citizens may choose to donate their time, knowledge and expertise to serve on these boards and committees.
Information
These are routine items of information as noted by the Clerk of the Board.
Adjournment
This signifies the end of the meeting.
Citizens are encouraged to speak at Board meetings under the Hear the Audience and during Public Hearings portions of the agenda. To speak at a public meeting, fill out the “Request to Speak” form when you arrive at the meeting. These may be obtained from the Commission Ambassadors at the rear of the Commission Chambers. At the appropriate time, the Chairman will then call the names of individuals who wish to speak to step forward to the podium. Typically the Chairman allows three minutes per speaker.
