1.00 - Code Enforcement Questions

  • 1.01) What is Code Enforcement?

    Code enforcement embodies investigation of alleged violations of county ordinances for the purpose of confirming such violations exist, then arriving at their elimination by contact with the property owner, and, ultimately, if necessary, through a public hearing before the Code Enforcement Board and the Circuit Court.

  • 1.02) Why do we have codes and regulations?

    Codes and regulations are adopted by the Board of Osceola County Commissioners in order to protect the public health, safety, and welfare of all citizens and to increase property values.

  • 1.03) Are overgrown lots in violation of County code?

    Improved platted lots whose vegetation exceeds 12 inches, or unimproved platted lots whose vegetation exceeds 18 inches, may be in violation of a County code. Lots whose vegetation consists of undisturbed palmetto, cabbage palm, and/or woody native vegetation are determined by County code to be in a natural state and exempt.

  • 1.04) How do I register a complaint?

    The public can register complaints regarding possible code violations by using the Citizen Action Center website. Alternatively, concerned citizens may directly contact any of the departments in the Growth Management Division. These include Zoning and Code Enforcement, Building and Development, and Planning and Environmental Services. These departments have specific code enforcement personnel to address citizens concerns in their respective areas.

  • 1.05) Are taxis and shuttles regulated?

    Yes, each driver and vehicle must be issued a Vehicle For Hire permit.

  • 1.06) Can you provide me with an overview of Code Enforcement?

    In compliance with, and under the authority of, Chapter 162, Florida Statutes, and the Osceola County Code of Ordinances, this division of the department investigates alleged violations of county ordinances and seeks their abrogation.

  • 1.07) What other services does Code Enforcement perform?

    There are many services that fall between the basic objectives described above that are their off-shoots, but vital to their achievement. Some of them are:

    • assuring the absence of overgrown lots
    • licensing and inspecting vehicles-for-hire
    • assuring parking and private traffic control arteries are adequately managed
    • issuing permits for special events
    • permitting and controlling temporary signs and tents
    • assuring compliance with the outdoor advertising ordinance
    • licensing alcoholic sales
    • review and act upon Occupational License applications for the Tax Collector
    • review and make recommendations to the Planning Commission and the Board of County Commissioners on Lot Split, Conditional Use, Comprehensive Development Plan, Planned Development and other related applications

2.00 - Land Development Code Questions

  • 2.01) Where can I find descriptions of the various zoning districts?

    You can find descriptions of the various zoning districts within the Land Development Code.

    The Land Development Code was published to comply with the Osceola County Comprehensive Planning and Land Development Regulation Act, as required by Chapter 163 of the Florida Statutes and Rule 9J-24, Florida Administrative Code. The primary purpose of the Land Development Code is to compile all land development regulations into a single code. This compilation includes a description of all zoning districts, as well as expanded overlays for Manufactured Home, Mobile Home and Recreational Vehicle Parks, for Short-term Rentals, and for Conditional Use and Site Standards C.U.S.S.. Chapter 14, of the Land Development Code encompasses all of these things.

  • 2.02) Where can I find a description of the Countys parking ordinance?

    Youll find this information in Chapter 7 of the Land Development Code.

    Parking is, in actuality, a zoning compliance issue. As such the Zoning Office is the logical source for any question you might have about parking. You are invited to consult with the Zoning Office, 407-742-0200, for clarification or direction in your interpretation of Chapter 7.

  • 2.03) Where can I find a description of the Countys outdoor advertising ordinance?

    You can find this information in Chapter 15 of the Land Development Code.

    Outdoor advertising is, in actuality, a zoning compliance issue. Therefore the Zoning Office is the logical source for any question you might have about signs outdoor advertising. You are invited to consult with the Zoning Office, 407-742-0200, for clarification or direction in your interpretation of Chapter 15.

    There are certain Planned Development projects scattered throughout Osceola County that have secured a special outdoor advertising package just for those project. These packages were obtained via approval of a Comprehensive Development Plan by the Board of County Commissioners. Therefore, they became the law ordinance for that particular project. Rarely, are they identical to each other, rather, they are designed for their own uniqueness.

    Signage is recognized as one of the most important visual aspects of Planned Developments. Signs may be appropriately designed, landscaped and integrated with the overall engineering theme and architectural style of the project to enhance its demeanor. Even though Planned Developments may receive approval for their own signage package, no sign may exceed limitations set forth by Chapter 15 of the Land Development Code
