Agricultural/Marine----Special Operations Division----Enforcement Bureau
The Agricultural/Marine Unit, supervised by a Sergeant, is responsible for investigating crimes at plant nurseries, citrus groves, vegetable farms, ranches; complaints of animal abuse/neglect, thefts of heavy equipment, and metal thefts. The unit is responsible for patrolling lakes and waterways in the county. The unit handles boating accidents and investigates boating-related crimes.
Aviation----Special Operations Division----Enforcement Bureau
The Aviation Unit, supervised by a sergeant, operates and maintains the Sheriff's Office airplane and helicopters. These aircraft are available to assist operational units and for transporting persons on a limited basis.
Child Abuse/Sex Crimes ----Special Operations Division----Enforcement Bureau
The Child Abuse/Sex Crimes Unit investigates cases involving child neglect, missing persons, sexual battery, lewd and lascivious offenses, child pornography, and child abuse.
Civilian Volunteers----Community Services Section----Administrative Services Division----Administrative Bureau
Civilian volunteers work in various areas of the Sheriff's Office in support functions.
Civil Process----Judicial Services Division----Administrative Bureau
The Civil Process Unit serves court orders pertaining to the seizure of property, ex-parte orders and domestic violence injunctions, and is responsible for the service of all subpoenas.
Communications----Support Services Division----Administrative Bureau
The Communications Section is responsible for receiving emergency and non-emergency requests for law enforcement, fire and medical response for the unincorporated areas of Osceola County. The Section is also responsible for dispatching deputies to calls for service, and for dispatching County Fire / EMS personnel. The section also provides teletype inquires for deputies and is a vital communications link between the agency and the field personnel. The Communications Section is responsible for the Administration of 911 for all of Osceola County.
Community Response Teams East and West----Criminal Investigations---Enforcement Bureau
The Community Response Teams, East and West each supervised by a Sergeant, pro-actively work with the community to solve problems and prevent crime. The teams utilize mountain bikes for patrolling neighborhoods and business areas, and for closer contacts with the community.

The Community Services Section is commanded by a Lieutenant and consists of the Crime Prevention Unit, the School Resource Officer Units, East and West, and the Crossing Guard Unit.
Court Deputies----Judicial Services Division----Administrative Bureau
The Court Deputies Unit provides courtroom security. The unit also moves prisoners to and from court appearances and provides support for special functions at the County Administration Building.
Court Services----Judicial Services Division----Administrative Bureau
The Court Services Section, which includes the Civil Process, Court Deputy and Warrants Units, is responsible for the service of all court orders and subpoenas. Administrative staff handles data entry, clerical support, mail functions, and coordinates appearance dates between the judicial system and agency personnel.
Crime Prevention----Community Services Section----Administrative Services Division----Administrative Bureau
The Crime Prevention Unit is supervised by a Sergeant and also consists of the Sheriff's Explorer Post, and civilian volunteers. This unit assigns crime prevention officers to the East and West patrol areas and is responsible for conducting residential and business surveys. Deputies also meet with homeowner associations and neighborhood watch groups to encourage awareness, involvement and education in the area of crime prevention.

The Crimes Against Persons Unit investigates county-wide incidents of assault and battery, all incidents of domestic violence, stalking, and missing persons.

The Crime Analysis Unit is responsible for collecting and analyzing data regarding criminal activity, crime patterns and operational functions of the Sheriff's Office. The unit disseminates bulletins alerting law enforcement officers to criminal activity, patterns and offender descriptions.
Criminal Intake Unit----Criminal Investigations----Enforcement Bureau
The Criminal Intake Unit is supervised by a civilian manager and is responsible for processing deputy reports, taking walk-in complaints, and performing worthless check investigations and processing.
Domestic Service Officers----Crimes against Persons Unit----Special Operations Division----Enforcement Bureau
Domestic Service Officers report to the sergeant of the Crimes Against Persons Unit. The primary function of the Domestic Service Officers is to provide support and assistance to victims of domestic violence, support the education of agency personnel and citizens groups about domestic violence, and assist in the focus and direction of agency enforcement efforts in this area. Civilian Domestic Service Officers assist in the investigation of domestic violence crimes to enhance prosecution.
East Property Unit----Patrol/CID East Division----Enforcement Bureau
The East Property Unit is responsible for investigating property crimes such as burglary and theft, investigating white collar crimes including, but not limited to, forgery, embezzlement, fraud, and worthless checks within the east side of the county.
Evidence Unit----Special Enforcement Section----Special Operations Division----Enforcement Bureau
The Evidence Unit is responsible for managing, storing and controlling all found, recovered and evidentiary property, and property in custody.
FBI-JTTF (Joint Terrorism Task Force)
The Special Operations Section lieutenant serves as the Sheriff's day-to-day contact with the FBI-JTTF Task Force. The FBI-JTTF Task Force is a multi-agency task force investigating domestic security and potential threats of terrorism in central Florida.
Fleet and Facilities Maintenance----Support Services Division----Administrative Bureau
The Fleet and Facilities Maintenance Section is supervised by a civilian manager and is responsible for maintenance and repairs of all vehicles owned or leased by the agency. The section is also responsible for handling all facility maintenance issues with the county.

The Finance Unit processes agency payroll and disbursement of checks, collects all funds from enforceable writs, civil process and bonds, pays all invoices after the acceptance of goods or services, processes travel-related expenditures, and receives grant funds.

The Forensic Unit is responsible for processing crime scenes, collecting physical evidence, examining evidence, and photographing evidence.

The Gang Unit is responsible for documenting gang members, collecting intelligence on suspected gang members, and investigating gang related activities.
General Counsel----Chief Deputy
The General Counsel handles designated legal matters that affect the Sheriff's Office, e.g., forfeiture proceedings, contracts, and liability issues. The General Counsel also acts as liaison to outside counsel and the State Attorney's Office.
HIDTA Task Force---- Special Operations Division----Enforcement Bureau
The OCIB Lieutenant serves as the Sheriff's day-to-day contact with the High Intensity Drug Trafficking Area (HIDTA) agent assigned by the Sheriff. The mission of HIDTA is to measurably reduce drug trafficking, money laundering, and violent crime in Central Florida.
Human Resources Unit----Personnel/Finance Services Section----Chief Deputy
The Human Resources Unit is responsible for coordinating and implementing Sheriff's Office policies and procedures as they relate to the active recruitment, selection, promotion, and retention of employees and appointees. This process is consistent with EEOC and affirmative action guidelines and also complies with state certification standards for sworn personnel. This Unit coordinates off-duty employment.

The Identification Unit classifies and searches ten print cards and identifies latent prints which have been lifted from a crime scene.

The Information Management Unit is responsible for the purchase, installation and maintenance of all Sheriff's Office computer equipment and data lines. The unit is also responsible for program development, new systems and providing technical assistance to users and the agency.

The Intelligence Unit is supervised by a Sergeant and is responsible for collecting, evaluating, maintaining, and disseminating raw information for the development of law enforcement strategies, priorities, policies, and investigative tactics.

Internal Affairs, supervised by a Sergeant, investigates complaints of misconduct by Sheriff's Office personnel.

The Special Operations Section lieutenant serves as the Sheriff's day-to-day contact with the IRS Task Force. The IRS Task Force is a multi-agency task force investigating tax related crimes and money laundering cases in Central Florida.
K-9 Unit----Special Operations Division----Enforcement Bureau
The K-9 Unit consists of K-9 officers supervised by a Sergeant. The K-9 Unit uses trained dogs to provide support for uniform patrol and other operations.
MBI Task Force----Special Operations Division----Enforcement Bureau
The OCIB Lieutenant serves as the Sheriff's day-to-day contact with the Metropolitan Bureau of Investigation (MBI) agent assigned by the Sheriff. MBI is a multi-agency task force investigating vice, narcotics, and organized crime in the Ninth Judicial Circuit.
Missing Persons----Special Operations Division----Enforcement Bureau
The Missing Person Community Service Officer reports to the Child Abuse/Sex Crimes Unit Supervisor. The primary function of the Community Service Officer is to investigate all missing persons except endangered missing persons or juveniles under the age of thirteen which will be assigned to a detective. The Community Service Officer works with other agencies in the search for missing people as well as the Center for Missing and Exploited Children. The Community Service Officer distributes missing person bulletins and updates FCIC/NCIC with additional information discovered during the course of their investigation.
Mounted Patrol Unit----Special Operations Division----Enforcement Bureau
The Mounted Patrol Unit, supervised by a Sergeant, provides an excellent tool for search and rescue operations using the advantages of height for increased visibility. Mounted teams can maneuver through narrow, dense and wet areas where vehicles cannot operate and foot travel is dangerous. The unit provides horse and rider teams for special events, search and rescue, community policing and other directed enforcement activities to augment Patrol, K-9 and Aviation in the performance of law enforcement services.

The Narcotics Enforcement Team (NET), supervised by a Sergeant, is responsible for investigating street level narcotic activity not handled by MBI or OCIB.

The Special Operations Division Captain serves as the Sheriff's day-to-day contact with the Osceola County Investigative Bureau (OCIB) supervisor. OCIB is a multi-agency task force investigating vice, narcotics, and organized crime.

The Patrol/CID East and West Divisions are each commanded by a Captain and consist of Patrol Platoons East, Patrol Platoons West, and CID East and West.

Patrol/CID East is a geographically defined area whose members work out of the Sheriff's Administration Building, and consists of Platoons A, B, C, and D; CID East; and the Community Service Officers Unit.

Traffic Profiling
-One of the reasons for this information is to unequivocally state that racial and ethnic profiling in law enforcement is totally unacceptable. A fundamental right guaranteed by the Constitution of the United States to all who live in this nation is equal protection under the law. Along with this right to equal protection is the fundamental right to be free from unreasonable searches and seizures by government agents. Citizens are free to walk and drive our streets, highways, and other public places without police interference so long as they obey the law. They also are entitled to be free from crime, and from the depredations of criminals, and to drive and walk our public ways safe from the actions of reckless and careless drivers.
The Osceola County Sheriff's Office is charged with protecting these rights, for all, regardless of race, color ethnicity, sex, sexual orientation, physical handicap, religion or other belief system.
Because of the nature of their business, law enforcement officers are required to be observant, to identify unusual occurrences and law violations, and to act upon them. It is this pro-active enforcement that keeps our citizens free from crime, our streets and highways safe to drive upon, and that detects and apprehends criminals.

The Purchasing and Supply Unit is responsible for all ordering of supplies and equipment, and the issue and inventory of all property (except found, recovered, evidentiary property and property in custody) under the control of the Sheriff.
Quality Assurance and Accreditation----Research & Development Section----Support Services Division----Administrative Bureau
The Quality Assurance and Accreditation Unit, supervised by a Sergeant, conducts internal inspections to assure compliance with Sheriff's Office directives and is responsible for ensuring compliance with state law enforcement standards as determined by the Commission for Florida Law Enforcement Accreditation (CFA). The unit is also responsible for answering employees' questions concerning rumors, hearsay, and suppositions relating to Sheriff's Office activities. The Quality Assurance and Accreditation Unit supervisor maintains agency accreditation files and is the agency liaison with CFA on all accreditation related matters. The unit is also responsible for the distribution and maintenance of the Written Directives manual in accordance with Policy 203.0, Written Directive System and Official Correspondence.

The Records Section, supervised by a civilian manager, is responsible for processing, filing, indexing, and storing of all records and reports forwarded to them. The unit is also responsible for all paperwork and documentation prior to submission to the State Attorney's Office and for ensuring the information in the records management system computer is accurate.
Research and Development----Support Services Division----Administrative Bureau
The Research and Development Section, commanded by a Lieutenant, consists of the Quality Assurance and Accreditation Unit, Information Management Unit, and the Training Unit. Management of the agency grants process is accomplished by the Research and Development Section. Grants are obtained to enhance organizational capabilities whenever possible.
Reserve/Auxiliary Unit----Special Operations Division----Enforcement Bureau
The Reserve/Auxiliary Unit is composed of Reserve and Auxiliary deputies who are volunteers and who devote a requisite number of hours to support the Sheriff's Office by performing uniform patrol and other duties.

The School Crossing Guard Unit is responsible for all school crossings in unincorporated Osceola County.
School Resource Officers----Community Services Section----Administrative Services Division----Administrative Bureau
The School Resource Officer Unit is divided into East and West, each supervised by a Sergeant. School Resource Officers, S.R.O.'s, provide security and serve as law enforcement liaison for the schools in unincorporated Osceola County. S.R.O.'s assigned to elementary schools teach the Drug Abuse Resistance Education (DARE) curriculum to fifth grade students. S.R.O.'s assigned to middle schools teach the Gang Resistance Education and Training (GREAT) program to eighth grade students. S.R.O.'s assigned to the high schools teach various Law Awareness classes.
Sexual Predator/Offender Unit----Persons Crimes Unit----Special Operations Division----Enforcement Bureau
The Sexual Predator/Offender Unit is responsible for investigating offenses involving sexual predators and offenders including but not limited to failure to register, living in a restricted area, and violations of court sanctions.
Sheriff's Explorer ----Community Services Section----Administrative Services Division----Administrative Bureau
The Sheriff's Explorer Post is designed to encourage young people 14-21 years old, who are interested in law enforcement as a career. Explorer advisors mentor, train, and serve as role models.
Special Investigations----Enforcement Bureau
The Special Investigations Section, commanded by a Lieutenant, is responsible for the Violent Crimes Unit, the Crimes against Persons Unit, Forensic Unit, and the Child Abuse/Sex Crime Unit. The Violent Crimes Unit, the Crimes against Persons Unit, and the Child Abuse/Sex Crime Unit are each supervised by a sergeant and the Forensic Unit is supervised by a civilian supervisor.
Tourism Policing Unit (TPU)----Patrol/CID Division----Enforcement Bureau
The Tourism Policing Unit, supervised by a Sergeant, works with the tourist community to solve problems and prevent crime through active presence and investigations.
Traffic Unit----Special Operations Division----Enforcement Bureau
The Traffic Unit, supervised by a Sergeant, handles traffic complaints and provides funeral and dignitary escorts. The Traffic Unit is responsible for enforcing laws related to DUI, alcohol-related offenses, and driving-related offenses. The Traffic Unit performs tests on persons arrested for driving under the influence.
Training Unit----Research & Development Section----Administrative Services Division----Administrative Bureau
The Training Unit, supervised by a Sergeant, is responsible for all firearms training, provides training designed to ensure all personnel meet the standards of the agency and the State of Florida, in-service training, and provides courses focusing on a specialty or area of study which will enhance the professionalism of agency members. It is responsible for all in-service drivers training. It provides audiovisual support for the agency, and creates training videos to enhance agency training and communication. The unit acts as a liaison between the police academy and the agency as it relates to academy training programs.
Victim Advocate and Elder Services----Persons Crimes Unit----Special Operations Division----Enforcement Bureau
Victim Advocate and Elder Services respond as needed to assist victims of violent crimes, domestic violence, severe physical trauma, and other crimes with counseling, transportation, appropriate social services referral, and criminal justice advocacy.
Violent Crimes----Special Operations Division----Enforcement Bureau
The Violent Crimes Unit investigates all homicides, suicides, suspicious and accidental deaths, armed robbery with injuries and other violent crimes.
Warrants----Judicial Services----Administrative Bureau
The Warrants Unit is responsible for the service and execution of arrest warrants. The unit handles the entry of all local warrant information and is authorized to assign warrants to specialized units within the agency. It coordinates and handles all paperwork for in-state transportation and out-of-state extraditions of wanted persons.
