Stormwater management is needed to reduce street and structural flooding; decrease pollutant runoff contamination; manage pond weeds and algae; and ensure the County maintains its Federal Emergency Management Agency FEMA flood insurance discount. The County needs dedicated funding due to federal and state mandates that were passed down from the Environmental Protection Agency EPA and Florida Department of Environmental Protection FDEP to regulate pollutants that discharge to waters of the United States. Dedicated funding will also help increase the level of maintenance and repair of existing systems.
The Board of County Commissioners approved the Stormwater Assessment Ordinance on June 15, 2009. The Ordinance authorizes stormwater assessments, but does not require the Board to impose them. In August of 2009, the Board of County Commissioners indefinitely postponed a Countywide Stormwater Assessment.
