Resident Concerns:
Q: The County does not maintain jurisdiction over Celebration ponds; how does this apply?
A: It has been determined that Celebration falls within the Reedy Creek Improvement District (RCID) Municipal Separate Storm Sewer System (MS4) jurisdiction.
Q: How does Celebration fit in the Urban Growth Boundary (geographic)?
A: According to the Osceola County Urban Growth Boundary, Celebration falls within this boundary limit.
Q: How much will credit be?
A: Celebration will not be assessed the Stormwater Fee since it falls under the RCID MS4 permitting jurisdiction.
Q: Will there be a maintaining facility?
A: Since Celebration maintains their own stormwater pond maintenance, they will continue to be responsible. They must also follow the RCID guidelines since they fall within the RCID MS4 jurisdiction.
Q: Is Toho Water involved?
A: Toho water is not involved. Toho provides potable water, this program covers only stormwater issues.
Q: What is the water quality in Celebration?
A: This question will need to be answered by the RCID.
Q: Where does the water from Celebration go?
A: This question will need to be answered by the RCID.
Q: What is the community’s obligation? Rather than just another state/federal “mandate” that blankets the entire county.
A: This will have to be answered by the RCID since Celebration falls within their MS4 jurisdiction.
A follow up meeting was requested with CDD Staff, SFWMD, Reedy Creek and Osceola County Government prior to Board’s consideration on the assessment to address all concerns. (Meeting was scheduled for Wednesday, August 5, 2009 @ 6:00 PM with reference staff at Celebration Town Hall).
