Fire Plan Review

The Fire Plan Review department of the Fire Marshal’s Office is responsible for life safety review of building plans, fire protection system plans, and site plans.

Building plans are reviewed for exits, emergency lighting, occupant load, occupancy classification and other life safety requirements. Our fire plan reviewers work closely with building plan reviewers, building inspectors, fire inspectors, and other development staff to ensure quality of services provided.

Fire System Permit Guidelines

Life Safety Submittal Requirements 

  • Design criteria shall comply with the Florida Fire Prevention Code (FFPC). FFPC consist of NFPA 1, NFPA 101, F.S. (Florida Statute) 633, & F.A.C. (Florida Administrative Code) Chapter 69A.
  • Architectural and Engineering drawings shall have certification of compliance with the Florida Building Code including raised seal, date, and signature. (License, addresses, phone, and fax numbers) 
  • Separate plans are required for fire sprinkler, fire alarm, and fire extinguishing systems. Engineered plans (if required), shall be submitted for permitting. 

 
Fire Protection Systems should include 

  • Systems design shall meet building and structural design criteria
  • Fire alarm systems shall comply with Florida Fire Prevention Code (FFPC), NFPA 1, NFPA 101, NFPA 70, and NFPA 72.
  • Fire alarm systems permitted with a valuation of $5,000.00 or more shall be stamped and sealed by an engineer. Required calculations shall be stamped/sealed as well.
  • Sprinkler systems shall comply with Florida Fire Prevention Code (FFPC), NFPA 1, NFPA 101, NFPA 13, NFPA 20,and NFPA 24.
  • Sprinkler systems permitted in which the scope of work includes 50 or more sprinkler heads shall be stamped and sealed by an engineer. Required calculations shall be stamped/sealed as well. 
  • Fire suppression (hood) systems shall comply with Florida Fire Prevention Code (FFPC), NFPA 1, NFPA 101, NFPA 17, and NFPA 96. 

 
Submittal Requirements  

  • One (1) set of plans

  • NOC (notice of commencement) / Legal description  (valuation over $2,500)
  • Cut sheets
  • Updated occupational license
  • Updated certificate of insurance
  • Updated certificate of competency  

Limited Term / Special Event Permit Guidelines

It is important to submit the required Special Event Permit Application Package to our office at least 21 days prior to production move-in at the venue, or additional fees may apply.  Please read the guideline documents at the bottom of this page before submitting your application.

Examples of Special Events that require permits are: 

  • Assemblies (that include any of the following) 
    • Occupant loads ≥500 persons
    • Performances using special effects (i.e. Pyrotechnics, Smoke, Fire, etc.)
    • Scenery or other configuration changes effecting life safety features of the building
  • Fireworks displays
  • Conventions
  • Trade Shows
  • Exhibitions
  • Tents (larger than 100 sq. ft.) Tents will require a separate Osceola County Zoning Permit
 

Your Special Event Permit Application, plans, and other required documents can be submitted electronically (preferred) to:

Once we receive your Special Event Permit Application package, a permit number will be assigned that references the Special Event. Please use that permit number for all communication regarding that specific permit.

The management will not allow you to move-in without a Special Event Permit and Stamped Approved Plans.  If a production is started without a required permit the production/decorator company will be charged a double fee plus $80 with the $65 inspection fee ($365).

There may be additional fees to schedule Fire Department personnel to stand fire watches that may be required for events involving open flames or special effects that may hinder the fire protection systems (Fire Alarms, Fire Sprinklers, etc.), evacuation and/or other Life Safety issues.  That is why it is important to include specifications of any special effects, large displays, stages, bleachers or multi-level booths that are proposed to be used during the event.  

Conventions, Tradeshows, Exhibitions Check List:

The following items are required to be submitted for a Special Event Permit:
  1. Osceola County Fire-Rescue Special Event Permit Application Form
  2. Detailed (Dimensions) Site Plans and/or Floor plans showing the following examples of concern:
    • location of seating, booths, stages, tables, projectors, etc.
    • location of all exits, which will remain unblocked by any furniture 
  3. Flame Resistant Certificate for any Pipe/Drapes
  4. Number of Booths, Size of Booths, Booth Construction specs
  5. If you plan on using any Vehicles for Exhibit/Display, you must fill out an additional form. If the vehicle will be driven indoors for show, this will require an additional Fire Watch fee.
  6. You must indicate whether any Special Effects will be used indoors, and provide all necessary supporting documentation (i.e., Product Safety Plans, Description, Specs, etc.)
  7. Payment of all required fees for permit application processing, inspection, and additional Fire Department Services (i.e., Fire Watch & Apparatus standby)

Fireworks Permit Check List:

The following items are required to be submitted for an Indoor/Outdoor Display of Fireworks, Pyrotechnics, Special Effects and Other (Ceremonial Bonfire and Open Burning for Special Effects Before and Audience) Permit:

  1. Osceola County Fire-Rescue Permit Application Form for Indoor/Outdoor Display (Notarized)
  2. Detailed (Dimensions) Site Plans showing the following examples of concern: 
    • location of burn product or display/discharge area
    • location of utilities such as gas meters and overhead power lines
    • location of spectator areas
    • location of the closest two fire hydrants 
    • location of fire department access routes
  3. Certificate of Liability Insurance 
  4. Copy of Contractor’s and/or Responsible Party’s Government issued Photo I.D.
  5. Copies of BATF Explosives License/Permits and Notice of Clearance Listing Individuals transporting, shipping, receiving, or possessing explosives 
  6. Inventory of product to be used in display/performance including Material Safety Data Sheets
  7. Detailed description and plan of action (script) for display/performance including safety plan
  8. Curriculum Vitae/Resume’ for contractor’s experience and knowledge in providing special effects
  9. Payment of all required fees for permit application processing, inspection, and additional Fire Department Services (i.e., Fire Watch & Apparatus standby)
