NOTICE OF 30-DAY COMMENT PERIOD AND PUBLIC HEARING FOR SUBSTANTIAL AMENDMENT NO. 1 TO THE CONSOLIDATED PLAN FISCAL YEAR 2015-2019; AND SUBSTANTIAL AMENDMENT No. 2 TO THE ANNUL ACTION PLAN FISCAL YEAR 2018-2019.
The CDBG Five-Year Consolidated Plan (Plan) is required by the Department of Housing and Urban Development (HUD). Osceola County’s Plan guides housing and non-housing community planning activities. The mission of the PLAN is to provide decent housing, a suitable living environment and expand economic opportunities for very low, low, and moderate income persons. The 2018-2019 Annual Action Plan, which is part of the Plan, budgeted program activities that need some changes. Additionally, HUD has announced the 2019 allocations for Osceola County, and for the first time the County will be receiving Emergency Solutions Grant funds to fund the homeless and those at risk of becoming homeless. The County is required to complete a Substantial Amendment to the Annual Action Plan, and the Consolidated Plan when and activity is deleted, increased in funding and when adding a new activity to be funded from any covered program not previously described in the Plan. Osceola County is proposing to delete an activity, increased in funding two activities, and add a new activities to be funded with the new program. The new program is the Emergency Solution Grant Program. The County will consult with the Orlando/Orange, Osceola, Seminole Counties Continuum of Care (CoC).The Please see table I for a summary of all the proposed changes.
Comments on the amendments will be accepted during a 30-day period from May 30, 2019 through June 30, 2019.
