Building and Permits

IMPORTANT:  As of January 1, 2026, our Community Development Office no longer accepts cash payments. The office will accept Visa, Mastercard, Apple and Google Pay, money orders, and cashier or personal checks.

Our Building Office protects the health and safety of the public by administering and enforcing various building codes and technical standards while preparing for the future growth of Osceola County. We strive to provide the best possible building permit service to our citizens and builders.

Regarding HB 803 Permit Exemptions

July 2026 - Pursuant to HB 803, Osceola County will implement the building permit exemption requirements established by the new legislation. Please note that HB 803 does not exempt all projects from permitting requirements. The exemption applies only to qualifying work that meets the statutory criteria and is limited to work performed on single-family dwelling units.

The following types of work are specifically excluded from the exemption, regardless of the project's value:

• Structural work
• Electrical work
• Plumbing work
• Mechanical work
• Gas work
• Work on properties located partially or entirely within a flood hazard area, as defined by the Florida Building Code

Additionally, the statute does not permit a larger project to be divided into smaller phases or contracts for the purpose of qualifying for the exemption. The total scope and value of the project will be considered when determining eligibility.

To request an exemption under HB 803, please complete our Owner Disclosure of Exempt Work form(PDF, 95KB)  and submit it to buildingmailbox@osceola.org.
