The U.S. Army Corps of Engineers (Corps) is beginning preparation of a National Environmental Policy Act (NEPA) document for the Shingle Creek and Kissimmee River Flood Resiliency Study, referred to hereafter as the Shingle Creek Feasibility Study, in partnership with our non-Federal sponsor, Osceola County, Florida. The project was authorized by section 201(a)(5) of the Water Resources Development Act of 2020, Public Law 116-260, for flood risk management and section 8201(b)(2) of the Water resources Development Act of 2022, Public Law 117-263.
Shingle Creek is a small waterway draining the Shingle Creek basin in central Florida and is part of the northernmost headwaters of the Everglades watershed. A preliminary map of the study area is included as Enclosure 1 of this letter. The area surrounding Shingle Creek is highly urbanized and has encroached on the historic slough. The purpose of this study is to analyze flood risk management, ecosystem restoration, and storage and hydrologic connection opportunities in Shingle Creek and Kissimmee River area of concern and Lake Tohopekaliga. This may include taking actions to develop structural, non-structural, natural and nature-based features to improve flood risk management, provide water storage, and restore fish and wildlife habitat within the watershed, while providing incidental recreational and navigational benefits. Preliminary solutions could include; increasing existing structure capacity, land acquisition for storage in the Shingle Creek Basin, operational changes to existing regulation schedules, flow diversion, and flood control structures.
We invite the participation of Federal and State Agencies, Native American Tribes, local agencies, interested parties and individuals to provide comments and to identify any issues, concerns or ideas for potential consideration for alternative development. Please share this notice with any interested party. Your comments may be transmitted electronically to CESAJ-ShingleCreek@usace.army.mil no later than 30 days from the date of this letter. All comments will be summarized, addressed, and used to inform development of alternatives for the study.
Public scoping meeting will be held on April 8, 2025, virtually via Webex.
