Special Needs Program

Florida Statute requires County emergency management to provide the leadership and direction to effectively care for the community of special needs individuals in times of disaster.

Our Special Needs program includes annual registration and education for individuals with special needs. During emergencies, we will provide special needs sheltering for those who require it. Partner organizations, such as the Osceola Council On Aging and the Department of Health, come together to ensure the utmost in care during a sheltering event. Osceola County Emergency Management and partners have demonstrated consistent excellence in the planning and execution of the Special Needs Program.

Important notes

  • It is required to apply for a special needs shelter annually.
  • Special needs shelters are for clients and their designated care giver.
  • Final special needs shelter admittance will be made upon arrival at the shelter based on your current medical condition.
  • Please bring your medication, necessary medical equipment, and at least 24 hours of oxygen (if applicable). Current medical information will be required.
  • Animals are not allowed in a special needs shelter, with the exception of registered service animals. If you are unable to make private arrangements for your pets, please let us know. Transportation will be provided to take your pet to be sheltered by Osceola County Animal Services. Please have your animal's vaccination records available.

Special Needs Program Questions

What does Special Needs mean?

Persons with Special Needs are those with disabilities, medical problems or mobility problems that may need transportation assistance with evacuations or disaster sheltering during an emergency.

What does the Osceola County Special Needs Program provide?

When registered with the Special Needs program, in an emergency a vehicle will be sent to transport the registrant to a public shelter or the hospital. They will be sheltered according to their needs.

What information is required to register?

You will be required to complete a questionnaire. We will provide you a letter that you must share with your physician and utility company. You and your doctor will determine what will be best for you during an evacuation. Your doctor must sign the letters, if they pertain to your condition. After you have completed & returned the paperwork to our office, you will be added to our electronic Special Needs registry.

How do I make a disaster plan?

Meet with your caregiver to discuss the dangers of fire, severe weather, and other emergencies that may affect you.  Decide what you will need to do for each type of emergency. 

Determine ahead of time your alternative shelter, and how you will get there. Examples: Hotel/motel, family or friend's residence, community shelter.

Sign up for alerts and warnings to receive information during an emergency.

Make a list of items you need to take with you in case of an evacuation, such as medication, mobility aids, special dietary foods, electronic devices/chargers, etc. Refer to the Red Cross Survival Kit page for a general list of the minimum basic supplies.
