NOTICE OF 30-DAY COMMENT PERIOD AND PUBLIC HEARING FOR SUBSTANTIAL AMENDMENT NO. 3 TO THE ANNUAL ACTION PLAN FY YEAR 2016-2017, SUBSTANTIAL AMENDMENT NO. 4 TO THE FY 2017-18 ANNUAL ACTION PLAN, SUBSTANTIAL AMENDMENT NO. 3 TO THE FY 2019-2020 AND SUBSTANTIAL AMENDMENT NO. 1 TO THE FY 2020-2021 ANNUAL ACTION PLAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM OF THE CONSOLIDATED PLAN

The CDBG Five-Year Consolidated Plan (PLAN) is required by the Department of Housing and Urban Development (HUD). Osceola County’s Plan guides housing and non-housing community planning activities. The mission of the Plan is to provide decent housing, a suitable living environment and expand economic opportunities for very low, low, and moderate income persons. The 2016-2017, the 2017-2018, and the 2019-2020 Annual Action Plans, which are part of the Plan, budgeted program activities for each of those years. Funds were not fully expended for some of the identified activities and some activities required additional funding. The County is required to complete a Substantial Amendment to the Action Plan to change the use of funds in excess of 50% from one eligible activity to another. Osceola County is proposing to change the use of funds in four (4) Annual Action Plan Years: for Plan Year 2016-2017, 2017-2018, 2019-2020, and 2020-2021. See Table 1 for changes in the allocation of funds from the previously identified activities.

Comments on the amendments will be accepted during a 30-day period from Thursday, April 15, 2021 through Monday, May 17, 2021.

Please submit written comments prior to 12:00 PM on Monday, May 17, 2021 to: Citizen Comment, c/o Osceola County Human Services Department, 1392 E. The Board of County Commissioners will hold a Public Hearing, in the Commission Chambers at 1 Courthouse Square, Kissimmee, FL 34741 on Monday, May 17, 2021 at 5:30 pm, or as soon thereafter as can be heard, to obtain input and comments for the proposed activities. El Plan Consolidado de CDBG de 5 años es requerido por el Departamento de Vivienda y Desarrollo Urbano (HUD). El Plan del Condado de Osceola guía las actividades de vivienda y planificacion de la comunidad. La misión del PLAN es proporcionar vivienda decente, un ambiente de vida adecuado y ampliar las oportunidades económicas para las personas de ingresos muy bajos, bajos y moderados. Los planes anuales de acción del, 2016-2017, 2017-2018 y 2019-2020 que forman parte del PLAN, presupuestaron actividades del programa para cada uno de esos años. Los fondos no fueron gastados completamente para los proyectos identificados, y algunos proyectos requieren mas fondos, lo cual el Condado está obligado a completar una Enmienda Sustancial al Plan de Acción para cambiar el uso de fondos superiores al 50% de una actividad elegible a otra. El Condado de Osceola propone cambiar el uso de fondos en cuatro (4) años del Plan de Acción Anual: para el Plan Año 2016-2017, 2017-2018, 2019-2020 y 2020-2021 Por favor vea la Tabla 1 para los cambios en la asignación de fondos.

Comentarios sobre las enmiendas se aceptarán durante un período de 30 días desde el Jueves, 15 de Abril de 2021 hasta el Lunes, 17 de Mayo de 2021.
