Update for Good Samaritan Society – Kissimmee Village

Osceola County, Florida – Osceola County continues to respond to recovery needs following Hurricane Ian. One of the most impacted communities is Good Samaritan Society – Kissimmee Village. Residents of the Good Samaritan campus are encouraged to seek assistance through FEMA and its Transitional Shelter Assistance (TSA) program, as well as registering for D-SNAP benefits beginning for Osceola on October 24.

The County’s Office of Emergency Management also is coordinating with FEMA to provide an informative Town Hall meeting (date to be announced) for the Good Samaritan residents along with a support center to connect the residents with recovery resources.

As of Tuesday, October 18, 2022, a Mandatory Evacuation Order remains in place at Good Samaritan Society – Kissimmee Village for the safety and well-being of its residents. In order to allow residents a safe return to their homes, the County has the following plan in action in coordination with Good Samaritan Society staff and other agencies.

  • Good Samaritan Society is responsible to ensure the sewage collection system and Waste Water Treatment Facility (WWTF) is operational and obtain Florida Department of Environmental Protection (FDEP) approval, if necessary.  An Environmental Consultant with FDEP that indicated their records show the WWTF is not yet operational as of Monday, October 17.
  • The Office of Building Safety mobilized Tuesday, October 18, to  inspect structures that had previously been included on a damaged list created by the Office of Emergency Management, as well as any other structures with apparent damage that are accessible by staff.  Inspections are anticipated to be completed by October 21.
  • Structures will be conditionally noted as occupiable or non-occupiable based on FEMA’s ATC-45 Detailed Evaluation Safety Assessment Form. Staff will prepare e-mail notice of inspection results to send to KUA. 
  • The State of Florida’s Agency for Health Care Administration (AHCA) has begun their process to certify the Village’s facilities. The nursing home has water damage (80 rooms) and needs restoration (estimate of 4-5 weeks) before AHCA can certify and patients can return.
  • The Village’s Assisted Living Facility has been checked by AHCA and is only pending the WWTP operational to allow the residents to return.
  • Once the WWTF has been cleared for use and the Board of County Commissioners lifts the evacuation order, the Office of Building Safety will immediately notify KUA of the inspection results to begin restoration of electricity.
  • The Office of the Fire Marshall will also inspect the property for emergency response access by October 20 and report any concerns to the Office of Emergency Management, Office of Building Safety, and the Communications Office.
  • The Office of Building Safety will work with the owners of Good Samaritan Society – Kissimmee Village to secure the necessary permits for those structures where a permit is required and schedule the appropriate inspections.

Condado Osceola, Florida – El Condado Osceola continúa respondiendo a las necesidades de recuperación después del huracán Ian. Una de las comunidades más afectadas es Good Samaritan Society – Kissimmee Village. Se alienta esos residentes a buscar asistencia a través de FEMA y su programa de Asistencia de Refugio Transitorio (TSA), así como a registrarse para los beneficios de D-SNAP a partir del 24 de octubre para Osceola.

La Oficina de Manejo de Emergencias del Condado también está coordinando con FEMA para proporcionar una reunión informativa en el Ayuntamiento (fecha por anunciar) para los residentes de Good Samaritan junto con un centro de apoyo para conectar a los residentes con recursos de recuperación.

A partir del martes 18 de octubre de 2022, una Orden de Evacuación Obligatoria permanece vigente en Good Samaritan Society – Kissimmee Village para la seguridad y el bienestar de sus residentes. Con el fin de permitir a los residentes un regreso seguro a sus hogares, el Condado tiene el siguiente plan de acción en coordinación con el personal de Good Samaritan Society y otras agencias.

  • Good Samaritan Society es responsable de asegurar que el sistema de recolección de aguas residuales y la Instalación de Tratamiento de Aguas Residuales (WWTF) estén operativos y obtener la aprobación del Departamento de Protección Ambiental de la Florida (FDEP), si es necesario. Un Consultor Ambiental con FDEP indicó sus registros muestran que el WWTF aún no está operativo a partir del lunes 17 de octubre.
  • La Oficina de Seguridad de los Edificios se movilizó el martes 18 de octubre para inspeccionar las estructuras que habían sido previamente incluidas en una lista de daños creada por la Oficina de Gestión de Emergencias, así como cualquier otra estructura con daños aparentes a la que pueda acceder el personal. Se espera que las inspecciones se completen para el 21 de octubre.
  • Las estructuras se marcarán condicionalmente como ocupadas o no ocupadas según el Formulario de Evaluación de Seguridad Detallada ATC-45 de FEMA. El personal preparará un aviso por correo electrónico de los resultados de la inspección para enviarlo a KUA.
  • La Agencia para la Administración del Cuidado de la Salud (AHCA) del Estado de Florida ha comenzado su proceso para certificar las instalaciones del ‘Village’. El asilo de ancianos tiene daños por agua (80 habitaciones) y necesita restauración (estimación de 4-5 semanas) antes de que AHCA pueda dar certificación y los pacientes puedan regresar.
  • El Centro de Vida Asistida del ‘Village’ ha sido revisado por AHCA y solo está pendiente de que WWTP esté en funcionamiento para permitir que los residentes regresen.
  • Una vez que el WWTF haya sido autorizado para su uso y la Junta de Comisionados del Condado levante la orden de evacuación, la Oficina de Seguridad de Edificios notificará inmediatamente a KUA de los resultados de la inspección para comenzar la restauración de la electricidad.
  • La oficina del Oficial de Incendios también inspeccionará la propiedad para el acceso de respuesta de emergencia antes del 20 de octubre e informará cualquier inquietud a la Oficina de Manejo de Emergencias, la Oficina de Seguridad de Edificios y la Oficina de Comunicaciones.
  • La Oficina de Seguridad de los Edificios trabajará con los propietarios de Good Samaritan Society – Kissimmee Village para obtener los permisos necesarios para aquellas estructuras donde se requiere un permiso y programar las inspecciones apropiadas.
