Code Enforcement Process

Code Enforcement works in compliance with County Codes, Land Use Regulations, and various Statutes to maintain and protect safe and desirable living and working environments.

With the goal of obtaining compliance through education, we administer a fair and unbiased process to correct code violations and zoning requirements. Learn what to expect during the code enforcement process.

General Violations Process

1. Confirm Violation

  • When a complaint is filed, a member of our Code Enforcement Board must first confirm the validity of a violation through research and/or a site visit.

2. Notice of Violation (NOV)

  • Once a violation has been confirmed, staff will notify the responsible party with a written Notice of Violation. This notice describes the violation, corrective actions required, and a compliance deadline (usually up to 30 days, but sometimes shorter for specific violations).
  • If the violation is corrected by the deadline, a letter will be sent to the responsible party confirming that the matter was adequately resolved, and the case is closed.
  • If the responsible party disagrees with the violation, they may submit a written appeal within the timeline stated in their notice.

3. If Not Corrected

  • The responsible party may receive a citation, and/or their case may be scheduled for a Code Enforcement Board hearing.
  • Fines begin to accrue after the compliance period listed on the Notice of Violation ends.

Code Enforcement Board Hearing

If a violation is not corrected within the compliance period stated in the Notice of Violation, the case may be escalated to the Code Enforcement Board.

  • Hearings are typically held on the third Wednesday of each month, and serve as a last resort after informal compliance efforts have failed.
  • The Board will establish a time frame for compliance and impose a fine amount for non-compliance.

What You Should Do Before the Hearing

  • Review your Notice of Violation and gather any documentation showing compliance or progress.
  • Attend the hearing in person or as instructed in your notice. Meeting dates & locations are available here.
  • Be prepared to explain your situation and request additional time if needed.

Civil Violations

A Code Enforcement Officer is authorized to issue a citation to a person when, based upon personal investigation, the officer has reasonable cause to believe the person has committed a civil infraction.
